At the Miami Summit the President of Bolivia, Gonzálo Sánchez de Lozada, asked for a special Summit on Sustainable Development. This Summit intended to establish a hemispheric vision for sustainable development and to ratify the statements issued at the 1992 Earth Summit in Rio de Janeiro, Brazil. This Summit included much more Civil Society participation than the Miami Summit. A crucial result of the Summit was a generally accepted definition of sustainable development that includes both economic, environmental, and social aspects.

Following the Third Summit of the Americas, the government of Canada recommended a Special Summit of the Americas. The purpose of this Summit was to address regional political, economic, and social concerns that needed to be addressed prior to the Fourth Summit of the Americas, to be held in Argentina in November of 2005.
