The Summit of the Americas is a unique forum bringing together the democratically elected heads of state in the Western Hemisphere to discuss regional political, social, and economic concerns. The Summits create public spheres for multilateral negotiations, debates, and deliberations, and each produces a Declaration of Principles as well as a Plan of Action, signed by the 34 heads of state present at the Summit.
The Fourth Summit of the Americas will be held in Mar del Plata, Argentina on November 4-5, 2005. The theme of this Summit is "Creating Jobs to Confront Poverty and Strengthen Democratic Governance," recognizing that unemployment, illiteracy, and poverty jeopardize the autonomy of citizens. Prior to the IV Summit and in keeping with the tradition from previous Summits, several Summit Implementation Review Group (SIRG) meetings are preparing the documents of the IV Summit of the Americas, including the Declaration of Principles and the Plan of Action to be signed in November.
