Resolution
Human Rights and
Environment
(Passed at the third plenary session, on June 5th, 2001;
subject to revision by the Style Commission)
Considering:
That the international community continues to debate the importance of the possible link between human rights and the protection of the environment, as established by the United Nations Declaration on the Human Environment of 1972 (Stockholm Declaration), the Hague Declaration (1989), the United Nations Declaration on Environment and Development of 1992 (Rio de Janeiro), and other international instruments related to the issue;
Taking into account the efforts of the United Nations Commission on Human Rights, and the Economic and Social Council on the subject;
Considering the human rights established in the American Convention on Human Rights, as well as other human rights instruments, particularly the Additional Protocol to the American Convention on Economic, Social and Cultural Rights “Protocol of San Salvador”; and
That the effective enjoyment of human rights, including the right to education, freedom of expression, as well as the full enjoyment of economic, social and cultural rights, can facilitate better protection of the environment, through the creation of the conditions to change codes of conduct that result in changes to the environment, the reduction of environmental impact resulting from poverty and from paradigms of unsustainable development, the more effective dissemination of information on the problem, and the more active participation of stakeholders in the problem in the political processes,
